Schwarzenegger made a point of recognizing the sovereignty of California's 107 federally recognized tribes. His acknowledgement set a positive tone for conversations with tribes moving forward. Now that the governor has suggested a specific number in his budget, tribes can begin negotiations with the governor's representative.
